Capital One’s $35.3 billion purchase faces two remaining federal approvals — and plenty of critics who expect consumers will face higher costs.

U.S. banking regulators said on Friday they approved Capital One's $35.3 billion purchase of Discover Financial Services , paving the way for the combined firms to become the nation's eighth-largest bank.

Capital One has been given conditional approval to merge with Discover Financial Services, federal officials announced on Friday.
