A 20-year-old Ohio college student died after walking onto an interstate and being struck by a tractor-trailer, just weeks after ICE fitted him with an ankle monitor. Pierre Damas Bel had written publicly about the “shame and humiliation” he felt wearing the device, and his family says he was struggling with its impact before his death.
